Ukraine is taking a bold step towards revolutionizing its public service sector by leveraging artificial intelligence (AI) in partnership with ElevenLabs. This collaboration aims to establish what is being called the world’s first “agentic government” — a system where AI agents operate on behalf of citizens across various ministries.

### Memorandum of Understanding Signed

In a recent visit to Kyiv, ElevenLabs deepened its partnership with the Ukrainian government by signing a memorandum of understanding with Minister Mykhailo Fedorov. This agreement is set to transition AI public services from concept to practical application.

– The **Ministry of Economy** is incorporating AI agents into *Obriy*, a platform that supports businesses and gathers public feedback.

– In the healthcare sector, speech technology is being utilized to streamline administrative tasks and improve service accessibility.

### Vision for AI-Driven Public Services by 2030

Ukraine’s ambitious plan to lead in AI application within public services by 2030 is already underway with the launch of *Diia.AI*, a pioneering public-service agent app and platform. This initiative underscores the country’s commitment to making public services accessible through voice technology.

### Engineering-Centric Governance Model

Ukraine’s governance model incorporates engineering at the core of decision-making, with each ministry having dedicated technical teams. This approach enables rapid development and open iteration, a strategy mirrored by ElevenLabs, which embeds engineers across functions to expedite the transition from prototype to production.

### Collaborative Effort for AI Deployment

The memorandum signed by ElevenLabs and Ukraine marks the start of a collaborative effort to transform AI concepts into operational systems across government sectors. Forward Deployed Engineers from ElevenLabs remain in Kyiv to work alongside Ukrainian teams, addressing the main challenge in AI adoption: deployment.
