EU plans to ban Chinese universities from half of Horizon Europe
The European Commission plans to exclude China from participating in half of its €93.5 billion Horizon Europe research and innovation programme. This move includes prohibiting joint work with European scientists on health-related topics.
A draft of next year’s work programme, which outlines the Horizon Europe calls for 2026-27, proposes to exclude Chinese entities from Clusters 1, 3, and 4. These clusters cover key areas such as health, civil security for society, and digital, industry, and space sectors.
This significant change aims to reshape international collaboration within the Horizon Europe framework, reflecting evolving geopolitical and security considerations.
